It's the mental check you run when you get to site and something's different from what you expected. The scaffold's been struck. The weather's turned. Someone's left a trench open where your RAMS said the ground would be clear.

The term didn't come from construction. It comes from fire and rescue service doctrine, where crews arriving at an incident have no time to write a static assessment before deciding whether to go into a burning building. They assess continuously, weigh the risk against what they're trying to achieve, and adjust as the situation develops. Construction has borrowed the idea because the same problem crops up on every site: your written risk assessment was correct when you wrote it, but the job doesn't stay still.

On a construction site, dynamic risk assessment usually looks less dramatic than a fire crew making entry decisions. It's a roofer noticing the wind has picked up and deciding to come down. It's an electrician opening a wall and finding cabling that isn't on any drawing. It's a plumber lifting a floorboard and smelling something that shouldn't be there. Neither one is optional and neither one is a substitute for the other. A static assessment that's never revisited becomes fiction the moment conditions change. A dynamic approach with no static assessment behind it means you're improvising the whole job with nothing to fall back on and nothing to brief your team from.

You're doing this more often than you probably realise. The point at which it becomes deliberate, rather than instinctive, is when something on site doesn't match what you planned for.

How to Carry Out a Dynamic Risk Assessment: Step by Step

There's no prescribed format for this, which is exactly why a lot of tradespeople either skip it or do it badly. Here's a process that holds up under HSE or principal contractor scrutiny without slowing the job down.

Real Examples From Site

The dynamic response is coming down, not finishing the row of tiles first because it's nearly done.

The static RAMS covered chasing walls for first-fix work. It didn't and couldn't cover a specific live cable nobody knew was there. The dynamic response is stopping, isolating safely, identifying the circuit, and not carrying on with the original method until that's resolved.

The plumber and suspected asbestos. A plumber lifting old pipe lagging in a pre-2000 building notices it doesn't look like modern insulation. The RAMS for the job assumed standard materials. The dynamic response is stopping immediately, not disturbing the material further, and treating it as suspected asbestos until it's been tested, in line with the Control of Asbestos Regulations 2012.

In every example, the pattern is the same. Something didn't match the plan. Someone noticed. Work stopped before it continued on the old assumption.

This is the decision that actually matters. Noticing a change is one thing. Knowing what to do about it is another.

Do You Need to Record a Dynamic Risk Assessment?

There's no legal requirement to write down every dynamic risk assessment you make. Most of them, dozens a day on a busy site, don't need a form. What does need recording is anything that changes your risk picture going forward, either for you tomorrow or for anyone else who picks up the job after you.

The second version does three things the first doesn't: it names the specific trigger, it shows a clear decision, and it leaves a trail that protects you if anything is ever questioned later. That doesn't mean writing an essay. A line in a site diary or a note added to the RAMS is usually enough.

Not by that name. HSE doesn't set out a legal definition or a mandated format for dynamic risk assessment. What is a legal requirement is Regulation 3 of the Management of Health and Safety at Work Regulations 1999, which requires risk assessments to be reviewed if there's reason to suspect they're no longer valid, and CDM 2015 Regulation 15, which requires contractors to manage and monitor their work throughout. Dynamic risk assessment is the practical, on-site behaviour that meets those legal duties as conditions change.

Do I need a form for a dynamic risk assessment?

No specific form is required by law. Most dynamic risk assessments happen in your head and are acted on immediately. How is this different from just using common sense?
