What Is a Plumber Risk Assessment (and Do You Need One)?

A plumber risk assessment is a written record of the hazards on a job, who might be harmed, and what you're doing to control that risk. If you employ anyone, even one person, the Management of Health and Safety at Work Regulations 1999 say you need one. If you're a sole trader, you don't have a legal duty to yourself in the same way, but most commercial clients, letting agents, and principal contractors will ask for one before you set foot on site. No RAMS, no access.

Plumbing gets treated as a "low risk trade" more often than it should. It isn't. Legionella and Water Hygiene

Legionella bacteria grow in stagnant water sitting between 20C and 45C. Dead legs (sections of pipe with no flow), cylinders storing hot water below 60C, cold water systems running warm, and infrequently used outlets like showerheads in empty properties are all classic breeding grounds. Plumbers are exposed when they disturb these systems, and their work can also create new risks for whoever uses the building afterwards.

This sits under COSHH 2002, since legionella bacteria count as a biological agent, and HSE's Approved Code of Practice L8 sets out what's expected for controlling legionella in water systems. A proper hot works control set includes: a hot work permit signed off before starting, clearing combustible materials within a 6 metre radius of the work area, having a suitable fire extinguisher (CO2 or dry powder, not water) within reach, and maintaining a fire watch for at least 60 minutes after the work finishes, since smouldering material can ignite well after the torch is off. Manual Handling

Cast iron baths can weigh well over 100kg, and a lot of the ones plumbers remove from older bathrooms sit around 120kg once you account for old sealant, water residue and general grime. If the job touches gas appliances or pipework, only Gas Safe registered engineers can carry it out, under the Gas Safety (Installation and Use) Regulations 1998. If you're not registered for the specific type of work, that's a hard stop, not a risk to be managed with controls.

Asbestos is the other big one plumbers run into more than they expect, particularly in pre-1960s and even pre-1980s properties.
